      <P>The 21st century has arrived. Sailors are returning from =
liberty and=20
      linger with their loved ones prior to departing on a ten-year =
voyage to a=20
      destination where no organization has gone before. As we transit =
the=20
      millennium, safety and professionalism are our top priorities, in =
return=20
      for the significant responsibility and opportunity to operate this =

      multitrillion dollar man-of-war. Just ahead we see sailboats with =
names=20
      like Rightsizing, Restructuring, Cutbacks, and Quality of Life, =
bobbing in=20
      the channel. </P>
      <P>Suddenly the boatswain sounds his call and an unfamiliar, but =
cheerful=20
      voice comes over the IMC and says: Good morning shipmates, from =
this day=20
      forward I would like you to execute a concept that has been in the =

      preparatory phase since the early 1990s and now is ready for =
immediate=20
      implementationwork smarter, not harder. This means you must =
preserve and=20
      conserve when you can, and spend when you must. To accomplish this =
you=20
      will need a valuable and precious resource-your people. On a =
regular basis=20
      we can expect VIP visits to observe the who, what, where, when, =
why, and=20
      how intricacies of our business. VIPs will ask you folks on the =
deckplates=20
      your personal and professional opinions about our operations. =
These=20
      people-oriented leaders will not tour a predetermined route, but =
will tell=20
      leadership what they want to see once they are on station. =
Wherever they=20
      go, of course, they expect business to be consistent, immaculate, =
and the=20
      people reflective of true professionalism. </P>
      <P>No longer can we sweat last-minute squaring away, because our=20
      organization is squared away on a daily basis. VIPs want you to =
tell them=20
      about your spaces. They want to talk to you on a personal level, =
shake=20
      your hand, and thank you for keeping the organization up and =
running.=20
      After their visit you will find yourself recalling the pride of =
the=20
      moment, and proudly writing home to your family that you shook =
hands with=20
      a VIP. </P>
      <P>Regarding training, in addition to off-duty education we will =
focus on=20
      continual-education units by utilizing the talents of our senior =
enlisted,=20
      warrant, and senior officers to train and update Sailors about =
technical=20
      and professional expectations. Rating proficiency points will be =
earned=20
      through these education units. During this underway period our=20
      watchstanders will log events as they occur, recording key =
elements of our=20
      legacy for the future. Having a real understanding of our naval =
heritage,=20
      through professional literature and lessons learned, will be =
paramount in=20
      the 21st century. </P>
      <P>With thousands of miles of ocean in front of us, we listen to =
the=20
      calming sound of the swells and gaze at the horizon. We think of =
ourselves=20
      as the supreme rulers of the high seas. </P>
      <P>The boatswain's pipe sounds again and a different voice says: =
Good=20
      morning shipmates. I would like to welcome you to the new =
millennium and=20
      address a few important rules. After a brief pause the speaker =
continues,=20
      Shipmates, everyone is taught values at some point in their lives. =
Most of=20
      you will have two sets by the time you have completed your tours =
serving=20
      the U.S. Navy. Our Navy core values-honor, courage, and =
commitment-define=20
      the standards of conduct expected of us. They will not only help =
us=20
      maximize our operational abilities, but also will have a major =
impact on=20
      mission effectiveness. As we gaze off into the predawn sky the =
speaker=20
      notices four stars of brilliance twinkling at us, and he =
identifies them=20
      as pride, leadership, operational primacy, and teamwork. </P>
      <P>It's time to dust off our tool belts and evaluate the reality =
of these=20
      stars for our junior Sailors and quickly man up the motor whale =
boat for=20
      an organizational recovery if we are not navigating by these =
stars.=20
      Organized physical readiness is mandated three times a week to =
keep us=20
      healthy, stress free, and confident at all times. Khaki leadership =
will=20
      lead this-and all other evolutions-from the front of the pack. =
Wellness is=20
      the new buzzword of the millennium. The Surgeon General has rung =
up rudder=20
      order changes in the direction of True North for a rendezvous with =
health=20
      promotion activities. Intervention at this underway replenishment =
station=20
      will continue to save us billions of dollars which will be used in =
other=20
      critical areas of the fleet. </P>
      <P>Quality leadership and management fundamentals will build unit=20
      cohesion, enabling and empowering deckplate Sailors to give them a =
sense=20
      of ownership and making them feel like valuable team players. =
Sustained=20
      superior performance will remain the key element to promotion, =
special=20
      assignments, and special programs. We developed the U.S. Navy's =
strategic=20
      plan in the early 1990s, and if you haven't already done so, all=20
      departments and all Sailors need to write their own personal =
plans, with a=20
      mission statement and motto, to keep us pointed in the necessary =
dirction.=20
      Advancement must remain a priority for all, by promoting the =
organization,=20
      demonstrating initiative, increasing pay, creating better watches, =
and=20
      offering added responsibilities. </P>
      <P>The boatswain's pipe screams again: Set condition lA for well =
deck=20
      operations. We will be conducting a noncombatant evacuation from=20
      discrimination. We will continue to be the world leader in equal=20
      opportunity, and we will continue to carry the motto of "zero =
tolerance."=20
      Unfair treatment will only ground us and cost millions of dollars =
in=20
      repairs. </P>
      <P>Suddenly, the word is passed to assemble the Human Resource =
Council=20
      representatives in the wardroom to discuss culturally diverse =
activities.=20
      On a monthly basis we will recognize personnel from the cultural =
theme of=20
      the month and learn and celebrate their significant contributions =
to our=20
      American heritage. We are warriors, and our warfare-fighting =
capability is=20
      the reason for global stability. We train hard as a team, and we =
are the=20
      best in our subcultural communities-as indicated by our warfare =
breast=20
      insignia. </P>
      <P>Recognition is instrumental to increased professionalism. In =
this=20
      millennium we cannot give our Sailors more pay, but we can =
recognize their=20
      motivation, superb performance, and dedication with medals or =
other=20
      mementos of thanks, to keep them on this all-volunteer team. =
Balancing the=20
      distribution of awards keeps the system honorable. </P>
      <P>Operational commitment is essential for all departments within =
the=20
      organization. We work in harmony to accomplish a mission. Each =
department=20
      is equally important and will have the same impact on readiness. =
</P>
      <P>The boatswain pipes the word to commence a safety standdown for =

      operational risk management (ORM). The ORM assesses the safety of =
every=20
      evolution to prevent death, injury, and unplanned loss of our =
personnel=20
      and equipment. </P>
      <P>The general alarm is sounded because of a possible threat to =
our core=20
      values. Material condition zebra is set in less than five minutes, =
and all=20
      battle stations are manned and ready to counter any threat to the=20
      organization. As we are passed on our port and starboard sides by =
some=20
      identified foreign vessels the skipper relaxes from General =
Quarters. The=20
      word is passed to restow all gear and set material condition yoke=20
      throughout the ship. This gives us some time to reflect on our =
existence=20
      as a force. </P>
